I don't think this could ever happen.
First, you'd have to define "blog". Second, people can blog from any country.
I don't know of anybody who has proposed this. But there are enough politicians who don't understand how the internet that I wouldn't be surprised.

I'd have to include myself in the Web challanged crowd. My thought was what's to stop some tax hungry politician from requiring registration of the "larger" "politicaly influencial" blogs? Once they get the wording right, it's a "fee" waiting to happen. who'd have thought that "radio waves" need registration?
